Just ask anyone who has had to re-build their course from the ground up, or who has had to change course delivery platforms: package files are where it's at. When making good use of package files, you can have course content moved from one shell to another in hours rather than days. Even if Blackboard buys up every last LMS, this is still a great way to archive content that can be read or editied outside of an LMS.
The presentation layer of this template is built to W3C standards, and is fully accessible. Just be sure to keep it that way for any content that you add... i.e. don't forget your ALT and TITLE tags! This template generates the page count and navigation dynamically, so you won't have to deal with any messy .js navigation headaches. There's absolutely no reason why you'd ever have to open up the .js file at all. Furthermore, all of the content lives in one HTML file, so keeping track of multiple pages and page names is no longer a problem.
All the presentation of the content is controlled in one CSS file. Even if you don't know CSS, you can edit this file to get the colors and fonts you or your faculty member wants. The file is well commented, and has the most frequently changed elements grouped together at the top of the file for easy changes.
Since the template is built around one HTML file, there's no need to click-through each page and print them all separately. If you hit the "A" key to toggle into print mode, printing once will print all of the content! This is a great feature for students and staff alike.

To get started, check out the the help and documentation files in your browser, download one of the package files from this presentation, unzip it and open "index.html" in your text or WYSIWYG editing program (such as Dreamweaver). Look for the comments in the code for additional reference.
